The Cartel Marque and Reprisal Reauthorization Act of 2025, introduced by Senator Mike Lee (R-UT) with a companion bill in the House by Representative Tim Burchett, is a legislative proposal designed to combat drug cartel activities, particularly fentanyl smuggling, by reviving the historical use of letters of marque and reprisal as authorized under Article I, Section 8, Clause 11 of the U.S. Constitution.
